The founder of the No Kill Advocacy Center, Mr. Winograd, a Stanford educated attorney and former prosecutor,  as well as the former director at the San Francisco SPCA and the Tomkins County SPCA in upstate New York, clearly and intelligently makes the case  for a No Kill Nation - a policy that helps raise the rate of adoptions and lower the rates of shelter killings.
